Senior Program Director, Democracies that Deliver, Education and Health, Research and Policy – Latin America and the Caribbean (LAC)

The Canadian Foundation for the Americas (FOCAL) is Canada ’s leading independent, non-partisan think tank dedicated to strengthening Canadian relations with Latin America and the Caribbean through policy dialogue and analysis. By providing key stakeholders with solutions-oriented research on social, political and economic issues, we strive to create new partnerships and policy options throughout the Western Hemisphere . FOCAL is launching Democracies that Deliver, a new policy research forum. The program will produce research, analysis and dialogue to promote the adoption of more effective public policies for health, education and labour mobility in Latin America and the Caribbean .
FOCAL is seeking an individual to take on overall management of the Democracies that Deliver initiative and to also directly manage and run its Health and Education components.
Duties:
Reporting to the Executive Director and working with support from program staff, the candidate will lead and manage FOCAL’s new Democracies that Deliver program with particular and direct responsibility for the Education and Health Research and Policy components.
In collaboration and consultation with the Executive Director, the candidate will develop a strategic vision, design and implement project activities, complete project deliverables, manage program staff, develop contacts and liaise with related networks and potential partners.
The candidate must be willing to travel extensively throughout the LAC region.
The candidate will be responsible for administration, financial management, and program/project reporting.
Equally as important as program management, the candidate will secure additional funding and expand the program.
Qualifications:
· The ideal candidate will be entrepreneurial, proactive, taking the lead and working independently, in addition to being a team player.
· In addition, the candidate will be able to demonstrate a strong, successful track record in fundraising, including project development, proposal writing and networking.
· Advanced degree in a relevant field in social and/or health sciences with related fieldwork experience.
· Ten-plus years experience managing education and/or health programs or portfolios in the Latin American and Caribbean region. Preference given for experience working at a management level in multilateral agency or government. Experience working with the private sector would be an asset.
· Extensive knowledge of issues related to Latin America and the Caribbean, specifically focusing on education and health systems, marginalized populations (i.e. indigenous peoples, afro-descendents, and women), as well as policy development and analysis.
· Proven ability and experience in writing for government and the policy community.
· Fluency in Spanish and English; French would be an asset.
· Canadian work status (or eligible for a NAFTA visa) and ability to travel extensively.
· Strong management skills, including financial planning and team leadership.
· Good public speaker who can represent the organization and serve as spokesperson.
