PNUD seleciona Consultor(a) Projeto Brasil-África - DF

Duration: 9 months
Location: Brasilia, Brasil
Timing: 01/04/2008 to 31/12/2008
Funding: Project #46066, Activity #3
Total remuneration: R$ 4.000,00 per month

Responsibilities:
Under the supervision of the team leader of the Cash Transfer project at IPC, the consultant will be responsible for the following activities:

2. Prepare study tour to Brazil in mid 2008 for selected African partner government delegations;
3. Coordinate seminars on Social Protection addressed by GoB representatives;
4. Prepare and follow up Technical Cooperation Missions of Brazilian Experts up to 4 countries to be selected by the Brazilian Government, in liaison with DFID;
5. Disseminate materials published by IPC at a specific webpage to be determined by IPC.
Outputs:
1- Presentation from national and regional AU meetings;
2- Individual identification mission reports, detailing the specific partner country demand and recommendations for TC provision;
3- A report of the study tour to Brazil;
4- A Brazilian training module package (with relevant material on Social Protection in Brazil);
5- A document stating the cooperation format (containing specific roles, work plans and the agreement with the partner country);
6- Brief TORs and report of the technical co-operation provided;
7- Evaluation of co-operation (reports/workshops).
8- Dissemination of materials published by IPC;
9- Management of administrative and logistical support;
10- Preparation of managerial reports to DFID.
Timeline and remuneration:
09 months, R$ 4.000,00 per month
Minimum Qualifications:
Competencies:
• Academic experience on Social Protection and Cash Transfers schemes;
• Specific experience or knowledge on Social Protection and Cash Transfers designs and implementation schemes in low-income countries;

• Good knowledge on Bolsa Familia and on how to integrate it to existing social protection policies;
• Fluency (understanding, speaking, reading and writing) in English and French.
• Good quantitative skills, as well as written and verbal communication skills;
• Careful attention to detail while maintaining the drive to meet tight deadlines.
• Excellent conceptual and writing skills.
• Good team player, while retaining the initiative and drive for independent work.
Education
• Advanced degree in Social Sciences, with a strong knowledge on Social Protection and Cash Transfers designs and implementation schemes in lowincome countries;
• Highly-developed writing and drafting skills, in both English and French;
• Demonstrated capacity to perform outstanding research.
